Nevertheless, regulation of pesticide use should not take place at the national level but at the local level. (Conclusion)
It is in the areas where pesticides are actually applied that they have their most serious effects. (support to conclusion)
Just how serious these effects are depends on local conditions such as climate, soil type, and water supply. And local officials are much more likely than national legislators to be truly knowledgeable about such local conditions. (Support to conclusion)

Pre-phrase: the first is an opinion againts the general conclusion, the second is a support to that conclusion.

Only this option makes sense out of all they options .
The second statement supports the conclusion that pesticides should be regulated locally .It itself is not the conclusion of the argument .

- BF 1 objects to argument by saying it affects regions farther away too, BF 2 says yes thinking local matters b/c the most serious things happen locally

E. Each provides support for the conclusion of the argument.
- Both BF do not exactly support each other -- 1 says they affect environments far away, and 2 says they have most serious affects locally...

Key here is to FIND and HONE IN on CONCLUSION. If you're able to spot this, you should immediately see that NEITHER BF ARE THE CONCLUSION.
> Use POE. Then, to narrow down further to actual answer, see how each BF relates to Conclusion.
