Certainly, pesticides can adversely affect the environment in localities distant from where the pesticide has actually been used. Nevertheless, regulation of pesticide use should not take place at the national level but at the local level. It is in the areas where pesticides are actually applied that they have their most serious effects. Conclusion: Nevertheless, regulation of pesticide use should not take place at the national level but at the local level.

1st bold: Possible premise opposing conclusion as indicated by 'Nevertheless'
2nd bold: Premise supporting conclusion of the argument.

A The first provides support for the conclusion of the argument; the second states that conclusion. Incorrect. 2nd bold is not a conclusion
B The first states the conclusion of the argument; the second provides support for that conclusion. Incorrect. 1st is not a conclusion.
C The first identifies grounds for a potential objection to the conclusion of the argument; the second states that conclusion. Incorrect. 2nd is not a conclusion.
D The first identifies grounds for a potential objection to the conclusion of the argument; the second provides support for that conclusion. Correct . Matches our prediction
E Each provides support for the conclusion of the argument. Incorrect. 1st bold is not in support of conclusion as indicated by word 'Nevertheless'

The first BF says how pesticide use could have effect farther from local area and that is the reason why it is a potential objection to the conclusion.

IMHO, the conclusion of the argument is not explicitly stated but can be inferred - something like: even though pesticide use can have effects that stretch beyond local areas, the locals should handle that issue because they are more knowledgeable than national legislators. Thus, the second BF is not a conclusion itself, it is a support for that conclusion. Notice how the answer choices C and D differ only in what is a second BF.

By the way, since when is a BF type of question a sub-600 question? I thought that those are 700 level....

Pre-phrase: the first is an opinion againts the general conclusion, the second is a support to that conclusion.

Only this option makes sense out of all they options .
The second statement supports the conclusion that pesticides should be regulated locally .It itself is not the conclusion of the argument .

- BF 1 objects to argument by saying it affects regions farther away too, BF 2 says yes thinking local matters b/c the most serious things happen locally

E. Each provides support for the conclusion of the argument.
- Both BF do not exactly support each other -- 1 says they affect environments far away, and 2 says they have most serious affects locally...

Key here is to FIND and HONE IN on CONCLUSION. If you're able to spot this, you should immediately see that NEITHER BF ARE THE CONCLUSION.
> Use POE. Then, to narrow down further to actual answer, see how each BF relates to Conclusion.
