I still don't understand how the sentence can make sense (THE THAT):

I picked C. Some of the choices imply (inlcuding A) that parents should be restrained in the car-seat.

"..... require + the + that + sb ....." doesnot make any sense but looking your answer choices you forget to underline "the", the one that you are talking.

Now, ".... require + that + sb + V1" perfectly make sense.

I didn't forget to underligne, I just copied it as it is in my test sheets.
This was the reason why I didn't choose that option. But the OA is C, I have to assume they have done a mistake, since you all gave the right answer without wondering if there could be something wrong.

In choice A you have "the" at the beginning. That means it should have also been underlined..

It's clear from choice "A" that it's a mistake, "the" should be included in the underlined portion.

(A) - suggests it's the parents that needs to be restained
(B) - same problem as A
(D) - suggest age is sufficient to restrain the child
(E) - same problem as D

C is the best choice

If the OA is C, then doesn't the sentence mean that the children(under 5 years) should be avoided(restrained) giving a child safety seat.

As per the logic, children should be given the child safety seat and parents should be restrained from using it. If the sentence had some other word such as "insist" or "command" in place of the verb "restrain", then C would have definitely been correct

This sentence has confused me a lot now.

A classic question of how misplaced word orders can play havoc with the intended meaning. The focus of the text is that the law asks the parents (and not any others) to restrain the children in a seat belt; therefore, it is essential that children and restraining go hand-in-hand. The trick is to eliminate as many nonessential modifiers as possible and compare the stripped text.


(A) the parents of children under four years of age to be restrained in a child safety seat ---parents to be restrained-- drop
(B) the restraint of parents of children under four years of age in a child safety seat - restraint of parents -- drop
(C) that parents restrain children under four years of age in a child safety seat. -- correct subjunctive mood verb used---correct choice
(D) That children be restrained under four years of age in a child safety seat by their parents-- 1. Passive voice2 restrain the children under four years and do not let them grow.
(E) children to be restrained under four years of age' by their parents in a child safety seat -- 1. Missing the subjunctive connector 'that' 2. To be changed is not the subjunctive verb form

Notice the mistake you made.

You focused on grammar and did not consider meaning.

Yes, "requiring that children be restrained" is correct.

However, if you keep reading, you see that the sentence says, "requiring that children be restrained under four years of age."

Of course, "restrained under four years of age" conveys a nonsensical meaning, something along the lines of that the car seats are going to keep children under four years of age eternally.
