how come C is the answer
subjunctive mood is not given in the sentence right?
if it were to be subjunctive it would be law require that ....
requiring is a modifier for law here isn't it?
Such rigidity in interpretation of grammar rules, might not be a great idea Pratishtha. Quite a few rules that are applicable to verbs, are also applicable to verb forms (such as Gerunds and participles).

For example, following usage of subjunctive is correct:

Students are demanding that an investigation committee be constituted.

Quote:
I chose E because A, B wrong in terms of meaning. D is wrong cuz it is in subjunctive again and that too passive ( wordy)
For one thing, "law requiring children" is not a great construct in E (law doesn't require children; law requires something from children/parents).

There are some teething modifier issues in E: "children to be restrained under four years of age by their parents" is not a great construct and neither is "parents in a child safety seat".

There are 2 usage of subjunctive that i know of
X demand that subject plural verb object
X demand that object be done

In this ques though
Tennessee ( subject ) adopted ( verb) a child-passenger protection law (object) that parents restrain children under four years of age in a child safety seat (subjunctive)

is this also a accepted structure ??

Isn't this the structure that option C is using?

that subject (parents) plural verb (restrain) object (children).
