Choice A: This answer choice is technically correct; however, the inclusion of the phrase "there have been" is not strictly necessary and renders the sentence needlessly wordy. Thus, this answer choice is not a very good one.

Choice B: This answer choice is also needlessly wordy, due to the use of the phrase "a great number of". Additionally, the phrases "people of today" and "in the past" are not parallel. Thus, this answer choice is incorrect.

Choice C: This answer choice is the most concise one available and avoids all tense, parallelism, and construction errors. Thus, this answer choice is correct.

Choice D: This answer choice is similarly wordy, although less so than Option A. Moreover, this answer choice incorrectly uses the present tense verb "are" to refer to "people...in the past". Thus, this answer choice is incorrect.

Choice E: This answer choice leads to an incomplete sentence, due to the inclusion of the word "who". Thus, this answer choice is incorrect.

Hence, C is the best answer choice.

Though C is the best option, I doubt on C for idiom error.

Both in the past and today...

among all the rest (C) is good.
your concern is reasonable but everything related to the idioms is always tricky.
usually, BOTH x AND y, where x and y are parallel = means same.
but there could be other variations such as:
BOTH IN x AND Y
BOTH AT x AND Y
BOTH ON x AND Y
I haven't seen these variations much among other SC questions, but they do exist.

eventually, we don't need the PERFECT RIGHT answer, we just need to find four wrong and one (more or less) correct withing the given context ;)
