B. their is incorrect. The statement is about the U.S - singular.
C. same as B.
E. have is incorrect. The steatment is about the U.S - singular.

Thus we have A & D.

A seems o.k because D is wordy.

Let us approach the issue this way;
First of all, - the increase is in the participation and - not In politics or in citizens.- So D and E are out.
The U.S is singular and hence use of – their is wrong. B& C are out
This leaves A, which is good for using - increase in the participation - and - its citizens -

B is incorrect because of the plural pronoun "their". Should be "its"
C is incorrect for the same reason. Moreover, the construction is very awkward.
D is incorrect as it is wordier and there is a subtle change in the meaning of the sentence.
E is incorrect because of "have"

D is wordy in comparison to A. I will go with A.
