OE
The sentence contains a modification error. Hoping . . . airports must be followed by the legislature because that is what is being modified by Hoping.
Thus, choice A is wrong.
Choice B has the modification error and a tense error (were delayed).
Choice C corrects the modification error, but has a tense error (will be delayed).
Choice E has a modification error. . Hoping . . . airports must be followed by the legislature but in this case it is followed by disagreements about money....
Only Choice D is correct.
