It is just about practice. Keep practicing. When I started I used to solve passages in 1 hour or so. Now it has reduced to 7-8 minutes. I need to improve bit more, but all I am trying to say is just keep practicing.
My strategy is I read first sentence of a paragraph slowly and with good comprehension and then I don't care much about whole para, keep skimming, except the last line, which link you to the next para. Same thing I do with subsequent paras. So the first and last line gives you a mind map that helps you to avoid regression, saving time.
