Two steps sometimes makes it faster:

\(25\) percent of \(400\) =
\(.25(400)= 100\)

100 is 40 percent of x
\(100 = .4x\)
\(x =\frac{100}{.4} = 250\)

One step equation:
\(\frac{1}{4} (400) = \frac{2}{5}x\)
\(100 =\frac{2}{5}x\)
\(x = \frac{5}{2}* 100\)
\(x = 250\)

We can create the following equation:

0.25(400) = 0.4x

100 = 0.4x

100/0.4 = x

250 = x

Answer: C
