Two steps sometimes makes it faster:

$$25$$ percent of $$400$$ =
$$.25(400)= 100$$

100 is 40 percent of x
$$100 = .4x$$
$$x =\frac{100}{.4} = 250$$

One step equation:
$$\frac{1}{4} (400) = \frac{2}{5}x$$
$$100 =\frac{2}{5}x$$
$$x = \frac{5}{2}* 100$$
$$x = 250$$

We can create the following equation:

0.25(400) = 0.4x

100 = 0.4x

100/0.4 = x

250 = x
