Here is my approach =>
statement 1 tells us Unit digit can be 0 or 5 => not sufficient
statement two tells us the unit digits must be even => not sufficient
Combining them => unit digits must be zero => C is sufficient

Here Clearly 1 and 2 statement are not sufficient as there are numerous values.
combining the we can say that tens digit will be 0
hence C

The question, however, asks for the tens digit.

This is incorrect way of solving the problem. The tens digit for Statement (1) can be 0,2,5 or 7.
The unit digit is inconsequential in this problem.
