In many institutions, faculties are being replaced by automated gadgetry in order to save money. However, many faculties who lose their jobs to automation will need financial assistance to survive, and the same institutions that are laying faculties off will eventually pay for that assistance through increased taxes and unemployment benefits payments.
The author is arguing that

higher taxes and unemployment benefits payments will discourage institutions from automating
replacing faculties through automation to reduce production costs will result in increases of other costs to institutions.
many faculties who lose their jobs to automation will have to be retrained for new jobs
institutions that are laying people off will eventually rehire many of them
institutions will not save money by automating because faculties will be needed to run the new gadgets
