Option C says to "support the controversial policy." First, let's understand which one is the controversial policy. Here, it gets tricky. If we don't read properly and don't correlate the sentence, then we can miss the point. The passage first concludes, do we have any solution? as No. And then says whether the economists agree with this theory or that theory, most (more than 50%) support it. The author also gives the basis of the judgment. In a way, the author discusses the pros (it can help put brakes on inflation) and cons (recession and unemployment rise) and then also concludes. However, the structure is inverted here. The word for this kind of situation is analysis or evaluate or assess or examine.
See the word "Nevertheless" to introduce contrast. So we say the majority support one, but here is one more. The author states all issues with that other option positively and concludes that it's detrimental to long-term growth. So, this is controversial. The one that the majority supports or the one that is in disagreement with what the majority supports. Also, is the author supporting it anyway? No. As we have seen, the author is doing B and not C.
