Answer C.
A. Tells us just about taxes not the price.
B tells us the product but not individual x and y(which is a must)

A+b give sufficient

x + a*x/100 > y + b*y/100 ?

simplified x(1+a/100) > y(1+b/100)

1 a > b but as far as the major influencers are the prices themselves we cannot tell which condition will support the main requirement.

2 ax < by

This is the same as ax/100 < by/100. Hence, we still need to prove x =< y in order the inequality to be false.

3. a > b and ax <by

if a>b x should be < y. Here we already can state that x(1+a/100) < y(1+b/100).
