My choice is D - First I narrowed down the choices to D and E because "found" needs the word "that" after it. E is wrong because "them" is ambiguous, and the phrase that follows the semi-colon doesn't follow on from the previous sentence.

D is correct.

Need THAT to start a relative clause to show the findings of the survey..

E starts a new sentence with; and changes the meaning of the whole sentence...

I also chose D but my question is that does Found always need that?

A) pronoun them and they-antecedent not clear as two plural nouns exist, playgrounds and child care centres
B) Parallelism error ..and..
C) incorrect meaning
D) no error
E) Pronoun reference not clear; also addition of independent clause

Therefore, D
