Scientific inventions, discoveries, results of surveys and contents of research reports are best introduced with a relative clause starting with 'that'.
Therefore we can safely remove A, B, and C.

E apart from being wordy doesn't make clear that the range mentioned in the second IC indeed refers to the unsafe conditions. It looks too aloof to have relationship with the previous IC.

Therefore, D is the best
