The schools want to see at least one letter from someone in a supervising position over you, but as long as you have one, the other can come from someone else!

You should go with the person who knows you best and is able to comment on your abilities and future potential in greatest depth. Ross does accept mentor recommendations, but make sure your mentor can comment on your abilities and performance in-depth.
