D is correct because C has not complete verb and D has.

How can D be correct?

Where is the predicate for the second verb?

Miguel and jose never have and never will be world class players, but they love the sport and continue to improve at it.

never will be
world class soccer players, but

D
Miguel and jose have never been world class players
and
will never be what???
