IMO B.

Option E is wrong because of "being" and "as" is not used with consider.
Option D is also wrong as...last clause should start with a verb.
Option B is concise and idiomatically correct.

I agree with all on this page.

The original sentence, version (A), lacks a verb --- it commits the famous missing verb mistake.

The correct idiom in the active voice is: to consider P Q. Examples
I consider Goethe a genius.
I consider QQQ a sound investment.
I consider a day off a rare treat

In the passive voice, the idiom is: P is considered Q.
Goethe is considered a genius.
QQQ is considered a sound investment.
A day off is considered a rare treat.

(Of course, stating those in the passive, without the original subject, makes them sound like generally revered truths!)
So, " .... Pele .. is considered the greatest soccer player." Only (B) gets the grammar and the idiom correct.

Yes, that's 100% correct. This mistake is common in colloquial speech, so it's a deadly trap on the GMAT, because it is never correct.

When Mike says it is 100% correct then it is 100% correct. Always!


Have come across questions where considered to be has been correct. So considered to be is usually taken as a suspect. considered X is preferred over considered to be but not that considered to be is incorrect.
