I am one of the "do it yourself" when it comes to IT...
bluehost.com has lots of tools to create your own website - https://gsmtrans.net/ - created with wordpress through bluehost in 5 minutes...
ipage.com has the same, but fewer tools.
depends on what kind of website you need...

I agree with mvictor as you can create website by yourself. Also, read this blog: fitsmallbusiness [dot] com/small-business-website/ it is very helpful for those want to Make a Small Business Website

In terms of cost and maintenance, it's best for you to create a website through wordpress by yourself. It's super easy, I did it for my blog.

The cost of running this blog is $65 per year with SSL security. If you were to hire someone to do this website hosting and maintenance it could rack up to $500. Your money should be spent elsewhere.
