Answer is E,

Present perfect tense is required here as action of stepping up and issueing is started in the past but effect is still there.

B, D are gone

In A , "it" is referring to which nown is not clear which leads to pronoun ambiguity error.

In C and E both above errors are solved but meaning wise government agencies are against the use of plastic and are not against the ban.

Therefore E is the correct answer.

Govt agencies have stepped up their drive against the usage of plastic bags.
Pronoun "it" can refer to either plastic bag or ban, but meaning wise it is wrong. They are against the usage.

E; government agencies are against the use of plastic bags, E clearly states that. it is ambiguous in other choices.

(A) The subject of the sentence is the ban so the it should ideally refer to the ban which doesn’t make sense because the government agencies have obviously not stepped up their drive against the ban.
(B) The use of the simple past tense stepped is incorrect because the action is taking place in the present. Also, the use of it is ambiguous.
(C) Incorrectly suggests that the government agencies have stepped up their drive against the ban; the agencies have stepped up their drive against plastic bags and not against the ban.
(D) The use of it is ambiguous.
(E) The correct answer.

In option E, shouldn't 'and also' be eliminated citing data redundancy?

Not at all, Vipinchaurasia. The conjunction and is simply acting to join two separate actions that government agencies have taken:

Sure, I would prefer have even issued in the latter case, but you always have to go by what is on the screen in SC questions, not by what you want to be there. Here, and also may not strictly be necessary, but neither is such a usage automatic grounds for dismissal. There are worse offenses in terms of expressed meaning in each of the other answer choices, and that is the more important consideration.
