Thekingmaker E is wrong because the argument does not suppose/assume that high-tech equipment is not needed, but rather explicitly states so. Essentially, E is wrong because of the word usage and not so much because of the idea.

And as far as your point on B is concerned - yeah, training could be completed without high-tech equipment, but we don't know that for sure.

Conclusion: So high productivity does not depend on having high-tech equipment.

(B) ignores the possibility that having high-tech equipment is required for adequate training of workers

(E) presumes without giving justification that high-tech equipment cannot contribute to increases in productivity

We need to see there is a difference between B and E, it is requirement (dependency/necessary) vs may contribute/help.

As per "E" even if HT equipment can contribute but it is not necessary or dependent on HT Equipment.

B is correct

The reasoning in the argument is most vulnerable to criticism on the grounds that the argument

(A) confuses a stated requirement for having high-tech equipment with a sufficient condition for having high-tech equipment
(B) ignores the possibility that having high-tech equipment is required for adequate training of workers
(C) overlooks the fact that increases in productivity may not be desirable in some circumstances
(D) presumes without giving justification that educating workers always results in an increase in their productivity
(E) presumes without giving justification that high-tech equipment cannot contribute to increases in productivity

It's B vs E here :P
(E) presumes without giving justification that high-tech equipment cannot contribute to increases in productivity.
Look at the RED highlighted portion in choice E and the original Argument. The original argument talks about DEPENDENCY; Choice E talks about CONTRIBUTION.
These two are very different.

(B) ignores the possibility that having high-tech equipment is required for adequate training of workers.
B is the main flaw in the argument. The argument straight away ignores the value of high tech equipment, without giving any reason what so ever.

B is the correct choice.

Guys, let me help you out with why you should straightaway eliminate option E.

Quote:
Argument: If no adequate training -> no high Productivity. == ONLY IF adequate training -> high Productivity.

Option E: presumes without giving justification that high-tech equipment cannot contribute to increases in productivity

As we can see from the argument, the author is not presuming without giving any justification, rather he is explicitly stating that ONLY adequate training, and not high-tech equipment, contributes directly to high productivity.
Hence, option E is wrong. Try to understand the logic of the argument and the way option E is presented.

But what if adequate training is dependent on having high-tech equipment? Then our argument falls apart. In that case, high-tech equipment DOES CONTRIBUTE to high productivity. And that is why option B is correct.

Productivity is the average output per worker per unit of time. High productivity cannot be achieved without adequate training of workers. So high productivity does not depend on having high-tech equipment.

The reasoning in the argument is most vulnerable to criticism on the grounds that the argument

(A) confuses a stated requirement for having high-tech equipment with a sufficient condition for having high-tech equipment - WRONG. Not the case here actually. Hi-tech equipment is not what the conclusion is about but high productivity.
(B) ignores the possibility that having high-tech equipment is required for adequate training of workers - CORRECT. POE helps. B and D are contenders for me.
(C) overlooks the fact that increases in productivity may not be desirable in some circumstances - WRONG. Irrelevant.
(D) presumes without giving justification that educating workers always results in an increase in their productivity - WRONG. This was my pick but "always resulting" and simply "resulting" in increase in productivity are two different case.
(E) presumes without giving justification that high-tech equipment cannot contribute to increases in productivity - WRONG. This makes an a soft claim explicit in nature when instead it is no so. The relation of high productivity and hi-tech equipment is reversed in this choice.

Answer B.
