IMO C

Qtn asks is r=60?

Statement 1: arithmetic mean(r, s, t) = 20 i.e. (r+s+t)/3 = 20 or (r+s+t)= 60 Since we do not know s & t, NOT Sufficient
Statement 2: s = t = 0 SO??? NOT Sufficient

Lets combine:
(r+s+t)= 60 & s = t = 0
==> r = 60

SUFFICIENT

Answer is C

Statement 1: The average (arithmetic mean) of r, s and t is 20.
=> (R+S+T)/3=20 => R+S+T = 60
(But we don't know the value of S and T to determine R)
(Not sufficient)

Statement 2: S=T=0
(But what about R? We need value of R to prove whether it's equivalent to 60 or not)
(Not Sufficient)

Statement 1&2:
=> R+S+T = 60 => S=T=0
=> R+0+0=60. => R=60
{Sufficient}

Question: Is r = 60?

Statement 1: r+s+t = 60

If s = t = 0 then r = 60
If s and t are positive then r ≠ 60 hence

NOT SUFFICIENT

Statement 2: s = t = 0

No informaiton about r hence

NOT SUFFICIENT

COmbining the statements

r+s+t = 60 and s = t = 0 then r = 60

SUFFICIENT

Answer: Option C
