A holistic method for solving cancer is being developed at the university’s wellness clinic, which has few negative side effects but, at this stage, has only been working for a fraction of the people who have used it.

(A) A holistic method for solving cancer is being developed at the university’s wellness clinic, which has few negative side effects but, at this stage, has only been working for - Pronoun which here refers to clinic which is illogical

(B) Under development at the university’s wellness clinic is a holistic method for solving cancer that has few negative side effects, which, at this stage, are working for only - Pronoun which refers to side effects. "negative side effects are working for only few people" is illogical

(C) At the university’s wellness clinic, a holistic method for solving cancer is being developed that has few negative side effects but, at this stage, has been working for only - Correct answer

(D) While in development at the university’s wellness clinic, a holistic method for solving cancer at this stage has few negative side effects, which has been working for only - Same error as B

A holistic method for solving cancer is being developed at the university’s wellness clinic, which has few negative side effects but, at this stage, has only been working for a fraction of the people who have used it.

(A) A holistic method for solving cancer is being developed at the university’s wellness clinic, which has few negative side effects but, at this stage, has only been working for
-the wellness clinic does not have few negative side effects ...the placement of 'which' is trying to modify 'method', but is placed terribly far away from it ...and the verb 'is' makes it clear that which CANNOT modify method

(B) Under development at the university’s wellness clinic is a holistic method for solving cancer that has few negative side effects, which, at this stage, are working for only
-here, which is modifying 'effects' and conveys the nonsensical meaning that those effects are only working for a fraction of the people

(C) At the university’s wellness clinic, a holistic method for solving cancer is being developed that has few negative side effects but, at this stage, has been working for only CORRECT

(D) While in development at the university’s wellness clinic, a holistic method for solving cancer at this stage has few negative side effects, which has been working for only
-same issue as B)

Wondering if an expert can help me on this.
I wonder how in C, the opening modifier can modify the process of "being developed", i.e. the noun is not placed right after the opening modifier?
