I go D for parallelism
either X or Y => where X & Y are parallel
No other option is parallel

"either" is followed by the phrase "in danger", no verb, so in order to retain parallelism after "or" it is suficient to use phrase "military vulnerable" without any verb.

I would go with D.

'either' begins after 'was'. hence it is understood that 'was' needs not be repeated.
