Hi,

I'm not sure if I understand choice D correctly. from what I understood, it says that the rate of new cases is usually high among residents who get their water from private sources.....right??

I'm not sure if I understand the (not unusually high)

so although the residents dont drink water from the polluted water, the rate is high...that weakens the argument
so why the correct answer is C?

"Not unusually high" roughly means "normal" or possibly "relatively low."

For example, if we hear "the temperature today is not unusually high for this time of year," it means today's temperature is in the normal range.

only choice C mentions that water may not be the cause of the infection as people were having the infection before the water became polluted.

Choice D states that people who use water from private source (that mean this source of water is not contaminated by pollutants) do not normally get the disease. => strengthen.

C - weakens and all other options support the argument.
