No, both 'who belonged' and 'who possessed' are modifiers modifying Tramu. So, you cannot remove only one modifier and say that the other modifier is not makiing sense because of an extra and in between. 'and' is used to combine these two modifiers. Hence, either remove both or remove none.

According to a particular religious belief, the supreme being was Tramu (Master of Life), who belonged in the upper territories in which the sky was the floor, and who possessed the ability to create and remove life at will.

(A) in which the sky was the floor, and who possessed the ability to create and remove

(B) where the sky was the floor, possessing the ability to create and to remove

Tramu possessed the ability to create and to remove but this version of the sentence does not covey that meaning.

(C) whose floor was the sky, and who possesses the power of creating and of removing

"possesses" is the wrong tense used in this sentence.

(D) in which the sky was the floor, with the ability of creating and removing

"with the ability..." modifies the wrong entity.

(E) whose floor was the sky, possessing the ability to create and remove

Commits the same mistake as does option B

Thus, option A.
