Problem Understanding percentile

Hi. I am preparing for GMAT and am very comfortable with all topics on the quantitative section. However, I generally struggle with percentile problems. I have some doubts about how data points are divided into percentiles. Following is an examples/question;
If we have 500 data points between 1 and 100 inclusive, then each percentile will contain exactly 5 data points. One of the numbers, say, 15 is repeated seven times. If five of the 15s are in 8th percentile, sixth in 7th percentile (largest value of 7th percentile) and seventh in 9th percentile (largest value of 9th percentile), then what is the percentile of the number/score 15 in the data set?
11,12,13,14,15...15,15,15,15,15......15,16,17,18,19
