I tend to disagree here. The question says "Each game in the tournament will be played by two teams, where one team will win or the teams will tie." - the description is for a game. In each game you will have either (a) 1 winner and one loser; or (b) 2 teams who tied. Therefore if one team wins, the other must have lost. and losses are possible.

The answer in my opinion is D.
5 can be 3+1+1+0
6 can be 3+3+0+0 (or 3+1+1+1)
11 is not possible to make by summing 3,1, and 0 in any combination in 4 spots.

can someone please explain why 11 is not an option? PErhaps one team can have 3 wins and two ties i.e 3+3+3+1+1=11


Pay attention to the highlighted part of the stem: a team plays only 4 games, while your example, shows 5 games. In 4 games a team can earn 3 + 3 + 3 + 1 = 10 points or 3 + 3 + 3 + 3 = 12 points, but not 11.
