While waiting for the OA to be revealed, I think the correct answer is (D).

(A) is not and does not intend to run => The use of two present simple verbs doesn't make sense. Also, ellipsis "is not" is wrong as it implies "is not intend"
(B) is not running and does not intend to => intend to what? We can't say "intend to running"
(C) is not and will not run => same error as A and B: We can't say "is not run"
(D) is not running and does not intend to run => grammartically correct. (D) also conveys the span of time of the action - from now to the future.
(E) has not and does not run => though grammartically correct, (E) doesn't make sense as the use of present perfect tense "has not" describes action starting from the past to the present, colliding with present simple verb "does not run"

I would appreciate any feedback on my thinking!

(A) is not and does not intend to run

(B) is not running and does not intend to

(C) is not and will not run

(D) is not running and does not intend to run - Here is some issue with construction but this option is correct in compare with other options.

(E) has not and does not run

Correct Answer is D
