Here the conclusion that we have to strengthen talks about saving money and human lives, so any option which does not support either of these is our answer.
A - CORRECT; it talks about time-saving which is not mentioned as part of the conclusion
B - STRENGTHENS; fuel-saving, hence money being saved
C - STRENGTHENS; human lives are being saved
D - STRENGTHENS; percentage of fatalities are high
E - STRENGTHENS; money-saving
