Why B is not the correct one? OA is A. Could you please explain in detail.

'Fewer' isn't always appropriate for countable nouns, especially when plural nouns such as 'years' are involved.

Examples -

The river is less than 3 miles away
The new car from company XYZ starts at less then $34,000.

Furthermore, "excepting" is almost always incorrect usage. Both 'except in' and 'except for' are correct, but depending upon context. The life spans are being compared within specific areas - therefore 'in an area' is better than 'for an area'.
