The correct answer is option C.

Option A is incorrect because of the use of preposition in which is incorrect in the context. Based in is unidiomatic. the right preposition required is on.

Option B is incorrect because it omits based from the sentence making the sentence awkward. based on is required.

Option D is incorrect because the based by is unidiomatic. The right preposition required in the context is on required.

Option E is not apt compared with option C.

Option C uses the right preposition required to maintain the meaning of the sentence in order to create the right idiom based on. It is also more concise compared with option E.

Correct idiom = X is based on Y.

The Competitive Civil Service system is designed to give applicants fair and equal treatment and to ensure that federal applicants are hired based in objective criteria.

A. are hired based in - Wrong idiom, if something is dependent on another thing, then it's said to be x based on y. Here, CCS is designed to give applicants fair and equal treatment and to ensure that applicants are hired based on objective criteria.
B. are hired on - based is missing, which distorts the meaning.
C. are hired based on - seems no error.
D. are hired based by- Incorrect idiom, which changes the meaning of the sentence.
E. are hired through employment of - Redundancy error; hired and employment.

Employment of objective criteria is illogical and it does not say anything about hiring is done based on criteria.

The sentence states that a federal system is designed to give applicants fair and equal treatment so that they are hired ..... Objective criteria. It should be "based on" meaning to make a decision by using something...


Eg- The authors stories are based on real world data.

In the options

A) based in is incorred
B) distorts the meaning by eliminating the word based
C) correct answer uses the correct preposition on
D) usage of by is incorrect
E) changes meaning
