The correct answer is option C.
Option A is incorrect because of the use of preposition in which is incorrect in the context. Based in is unidiomatic. the right preposition required is on.
Option B is incorrect because it omits based from the sentence making the sentence awkward. based on is required.
Option D is incorrect because the based by is unidiomatic. The right preposition required in the context is on required.
Option E is not apt compared with option C.
Option C uses the right preposition required to maintain the meaning of the sentence in order to create the right idiom based on. It is also more concise compared with option E.
