Here again we have a list, so the first thing to do is make sure that the items in the list are expressed in parallel form. The two items that are not underlined, “an administrative machine” and “a system of land tenure,” are nouns, so the last item has to be a noun as well. The answer choices are all verbs, except (A): this is the correct answer.

Dears,
Parallelism is required for all 3 items, so the third item must contain article A. So A is the clear winner.
