We can set up a number for the index if not comfortable working with variables. Let the index be 100, decreasing it by 80% brings it down to 20. We need to increase it by 80 to reach 100 again, which is 400% of 20. So B is the answer.

We can let the index be 100 in year 2000. Thus, the current index is 20. In order for 20 to increase back to 100, it needs to increase by:

(100 - 20) / 20 x 100 = 80 x 5 = 400 percent

Answer: B
