i think it should be A

out of the rest E is the best , but here is what i think ;

"In two letters to the historian Tacitus, the nephew of Pliny the Elder "

does that sound right ????

it seems as if the nephew was in 2 letters

thats the reason why i vote for A

"To the ........" in the above sentence is an introductory modifier. IMO, modifier cannot start with "to".
