This sentence says that 'water management problems' and 'resource management problems' will be in the list of concerns.
The only problem with this sentence is that
it does not treat 'water' as a 'resource'. However, If the sentence stated "water and
other resource management problems" - it would be correct.
Furthermore, i read some posts above that "Problems in..." is the correct idiomatic usage. That is absolutely incorrect. There is no such idiom.
OA C is correct because it is error free.
