Q3. Which of the following sentences would most likely follow as the next in the passage?

Explanation

D refers only to young offenders and the passage is not so limited. C’s reference to rehabilitation programs is inconsistent with the position taken in the passage. Sentence A has the same urgent tone adopted in the passage and is consistent with the passage’s main theme. Recidivism means to go back to crime, and crime would remain, not decline, as long as our punishments fail to deter further offenses.

The schemes have not been abandoned because of the long waiting list for the rehabilitation activities.

Rather, the long waiting list is because of overcrowding in the system, and the overcrowding has resulted in the schemes being abandoned as the staff cannot handle the overcrowding while conducting these activities.

Basically

Overcrowding ---> Staff cannot handle activites while dealing with the population surplus in prisons ---> Activities have been abandoned

The long list is a byproduct of overcrowding, and not the reason the activities have been abandoned.
