When the manufacturers in a given country are slower to adopt new tech [#permalink]
The easiest way to solve this is by logic: A -> B => B' -> A'

Slow to adopt technology -> Cannot lower prices
=> Can lower prices -> Not slow to adopt technology

Correct answer choice: E

Additionally, note that the author does not make any statement with respect to foreign manufacturers, but only makes statements with respect to the manufacturers in the country => Answer choice must also be in that manner. This will help eliminate answer choices B and C right away.
