In order to show contrast in first part, we need to use DESPITE. None of the other options highlights such contrast. Hence Answer B.

IMO: D
Need to modify "automotive engineers" who have spent the time in R&D.

As The contrast is visible by "still"

narrowed to B and D ...
in D, having spent modifies the automotive engineers... but the contrast is missing,,,

B is the right fit
