According to me Answer should be option C.
As "A distinguished physician who worked from the 1930s to the 1970s" is modifying Dr Marvin, So we can eliminate A,d and E.
And b/w B and C, only option C use notably correctly.

C. Dr. Marvin Leason pioneered many new medical techniques, perhaps most notably in the field of epidural steroids—> correct

D. the field of epidural steroids was perhaps the most notable of the many new medical techniques pioneered by Dr. Marvin Leason—> same as A

E. perhaps most notable among the new medical techniques pioneered by Dr. Marvin Leason were those in the field of epidural steroids—> same as A

Choosing between B and C
Option A uses the phrase most notably in reference to the steroids and there is no need to change that.
His contributions to steroids are to be emphasised, not his pioneering. Notably provides that emphasis.
