According to me(intended meaning of sentence) the comparison of priority is between majority of residents with earlier test groups and sentence uses still word to insist about priority in past.
It's close call between A and E but i think answer must be E.

According to a recent survey, the establishment of natural parks to preserve existing plant and animal life in Colorado is still a priority of a majority of residents, like that of earlier test groups.

A. like that of earlier test groups - meaning error
B. at that for earlier test groups - wrong use of at and meaning error
C. just as earlier test groups did - verb error
D. as have earlier test groups - meaning error
E. as it was of earlier test groups - Looks ok.

E. as it was of earlier test groups ......as required, it started with 'As'..... also contains subj and verb in correspondence to sv in main clause

Correct comparison is required,.

A vs E, rest are not constructed correctly

Like vs as,
When two things are similar like usage is preferred

According to a recent survey, the establishment of natural parks to preserve existing plant and animal life in Colorado is still a priority of a majority of residents, like that of earlier test groups.

The sentence is about comparison of priority of majority of residents with priority of earlier test groups. So, parallelism is tested.

A. like that of earlier test groups - CORRECT. 'Like priority of earlier test groups' makes sense.
B. at that for earlier test groups - WRONG. Not parallel.
C. just as earlier test groups did - WRONG. Not parallel.
D. as have earlier test groups - WRONG. Not parallel.
E. as it was of earlier test groups - WRONG. 'It' properly refers to 'priority' but 'was' changes the meaning.

IMO Answer (A).

Correct Answer: E

The best answer is E. The intended comparison should be completed by a clause beginning with as and containing a subject and verb that correspond to the subject and verb of the main clause.
