"it" in A,B and "that" in "E" are ambiguous => C,D left.
C: failure to advertise "the highest price...." as prominently as " the lowest" => correct
D: failure to advertise as "prominently the highest price...." as " the lowest" => incorrect (notice the comparison)

This sentence has a subject/verb issue. The main verb is "violates". The subject of that verb should be "failure" (the failure violates). Thus, only C or D work.

C is right because it also uses the correct idiom "as.... as".

Don't you guys think that just Lowest is a little ambiguous . I mean I asked what of lowest and saw the answer coming from only E.

please correct if my approach is wrong

C because of correct comparison..!!

Look at the meaning of the sentence -

'Failure to advertise the highest price of bla bla bla as prominently as the lowest' is the correct usage.

'Of...' is a prepositional phrase and may be eliminated in order to check the usage more clearly. While the entire sentence is needed to understand the meaning, you can always ignore these prepositional phrases in order to quickly identify the usage.

(B) if one fails to advertise the highest price in a range of prices for a service or product as prominently as the lowest price, it "one" and "it" don't match
(C) failure to advertise the highest price in a range of prices for a service or product as prominently as the lowest
(D) failure to advertise as prominently the highest price in a range of prices for a service or product as the lowest the overall wording is awkward
(E) failing to advertise as prominently the highest price in a range of prices for a service or products as that of the lowest
"that of" creates an incorrect comparison, the overall wording is awkward
