B uses such as before when. Such as is used to give example. In the context of this sentence usage of such as is incorrect.

OFFICIAL EXPLANATION

Reading this sentence, we might notice it's a little clunky, and it's hard to tell exactly what's going on. "There could be a threat" to the world's primary source of cashmere goats? Why not just say that those goats "could be threatened"? Also, "when at a time with their numbers" just doesn't make any sense.

Choice (A), the original, is out, so we can be certain one of the other answers will be an improvement.

Choices (B) and (C) look good, at first glance, so let's leave them aside for the moment and check out the other choices.

Choices (D) and (E) refer to the existence of a threat in vague and unappealing ways, like (A) does, so let's eliminate those. Left with choices (B) and (C), we'll choose (C), because (B) uses the clunky and unnecessary phrasing "at a time such as when."

The correct answer is Choice (C).
