The conclusion of the argument: it is unfair to force drivers to pay for rail improvements and higher ridership when they don’t use the rail or benefit from those improvements.
The question is: what weakens the argument that "drivers paying is unfair"? I.e we want an answer that makes it fair for drivers to pay to improve the rail and ridership. Even before reading the options, you should already start thinking that the answer must show that the drivers somehow benefit from the improvement and increase in ridership.
The only answer that does that is D: the drivers benefit when the rail ridership increases since less people are driving, and there is less traffic for them.
