The question is about insurance requirements. Insurance is fundamentally about monetary risks and financial exposure; there's no reason to think by default that people's reactive emotions or comfort levels are relevant.

So, B is irrelevant. Insurance policies, to put it simply, don't care about your feelings.
To make choice B relevant, the passage would have to give us some kind of affirmative indication that these types of emotional reactions could actually influence insurance policies. No such information is given, so there's no supportable reason to think B is relevant.

the answer is D.

It is the the only answer tha explains why mortgage companies require insurance against natural disasters. Natural distasters can damage property such as your home whereas the death of the insured need not..

Mortgage company requires to carry insurance against property because they believe property has value which can be diminished by fire and not by death or disability of wage earner.
