Food allergies account for more than thirty thousand emergency department visits each year. Often, victims of these episodes are completely unaware of their allergies until they experience a major reaction. Studies show that ninety percent of food allergy reactions are caused by only eight distinct foods. For this reason, individuals should sample a minuscule portion of each of these foods to determine whether a particular food allergy is present.

because argument is suggesting to use only small amount of these 8 food items which cause 90% of Food Allergy to know about the food allergy. While initially the argument says that victims are completely unaware until they experience major reaction.
So, it is useful to know that whether a small amount of these 8 food items is sufficient to provoke the food allergy to an identifiable level in the victim.

This is an easy one. We are asked to evaluate the recommendation.

The argument presents information about food allergies (bad stuff) and says that there are eight major foods that cause most of the allergies. The recommendation is to try a very tiny amount of food to see whether one has an allergic reaction before eating the food.

What can help in evaluating the recommendation? Well, the recommendation is quite good. However, let's personalize both the argument and the recommendation. My cousin is very sensitive to insect bites. Even a tiny insect can kill my cousin. What if the same applies to tiny amount of foods?

Option (E) is exactly what we thought about the situation. If a tiny amount of food can kill the person, the recommendation is terrible. Otherwise, the recommendation is great. There are two completely polar situations that can occur, so (E) is our answer choice.
