Ans: E,
Whenever there is an "At least", its understood that there could be More. Hence, eliminate A,B&C.
Not sure on how to eliminate bw D&E , but E sounded Right to me.

In D, 'were believed' is wrong. It's a fact and people still believe it. Hence, 'are believed' is correct

Also, 'as many as' distorts the meaning of the original sentence

"At least" in conjunction with "or more" is creating an unecessary repetition.

Between D and E we have to dedice which tense to use, in this case the correct choice is "people are believed to have been killed"

At least and more are redundant.
Option D is changing meaning by saying maximum 6000 people have been killed, but original sentence is saying at least 6000
At least 6000 people were killed :- it's a fact which is still true so tense should be present.
