Ther is missing information in the question. DImension of square or radius of garden is unavailable.

Space left out = Area of Square - Area of Circular garden

Square Area: 28x28 =784
Dia of circle = 28 (side of square), So r=14
Area of circle = πr^2 = (22/7)x14x14 = 22x2x14 = 22x28 = 616
Left out area: 784-616 = 168 m^2
