Hi, can a near perfect TOEFL ibt score (119) help overcome low GMAT verbal score? 700 (V(37), Q (49))? I am planning to apply to NYU but feel that my verbal and overall score is not sufficient..i have alteady taken GMAT 2 times. please advice.

It can definitely help, but it won't take the place of your GMAT score if that's what you mean.

By the way, I think your verbal score of 37 is sufficient to prove you can manage the program; but the overall score as you know is below NYU's average. So if you think you could increase your verbal score further, it might be worth one more attempt at retaking.
